Inner fuse panel
On the last AM Soul the interior fuses are where they have always been: under a lift-off cover on the driver's end of the dashboard, roughly level with your left knee. Kia's 2013 handbook is a reprint of the 2012 AM(FL) edition - the fuse pages are identical line for line - so the plate, the assignment and the ratings on this page are the facelift set, carried unchanged into the model's final year.
The numbers on this diagram are ours, not Kia's. The car labels each socket with a circuit name and the handbook lists those names in the order the plate reads: five columns, top to bottom, left to right, with the two POWER CONNECTOR fuses in their own little housing partway down the third. Position 9 is a socket with nothing in it on this specification; every other cell carries the rating shown, and each fuse's own name is printed beneath it.

Engine compartment fuse panel
The 2013 Soul keeps the facelift box: a wide, shallow case on the left of the engine bay with the battery immediately beside it and a lid held by one tab at the front. Inside that lid is label 91941-2K020, whose cells this diagram follows one for one, and bolted along the top of the box is multi-fuse assembly 18790-01031, whose largest link - the 125 A alternator fuse - is cast with the marking F6.
Nothing in this box changed for the final model year; Kia's 2013 handbook reprints the 2012 fuse pages without a single edit. The positions are numbered the way the handbook enumerates them rather than by any marking on the car: the eight multi-fuse links first, then the cartridge-and-blade row, then the row of blades above it. The thirteen relays and the diagnosis connector below the fuses are housings only - no table row, no rating - and are labelled here with the names the plate prints.
